INTRODUCTION
The City of Joliet, located just 45 minutes southwest of Chicago, is the 3rd largest city in Illinois, with a population of over 150,000. Joliet is a river city with a historic downtown, two casinos, and various attractions, such as the Rialto Theatre, Old Joliet Prison, Illinois Rock and Roll Hall of Fame, and the Slammers Baseball Stadium, to name a few.
Joliet is currently seeking a talented individual to join our team as a Purchasing /Contracts Director to lead our Purchasing Division within the Finance Department. As our Purchasing/Contracts Director, you will be responsible for the assisting Departments in the procurement of equipment, supplies and services. The successful candidate will be instrumental in enhancing the purchasing department’s role in the procurement process to add value and cost savings to the City.
Responsibilities of this position include: The creation of bid and proposal solicitation packages. Evaluation of bids and proposals. Identify bulk purchasing opportunities. Manage vendor accounts and relationships. Preparation and understanding of contract documents. Collaboration with internal and external stakeholders on contract administration. Monitors existing contracts and agreement for compliance with insurance and bonding requirements. Approval and creation of purchase orders and change orders.
GENERAL PURPOSE
Responsible for the efficient and economic operation of the procurement process, including the purchasing of and authorization of payment for all necessary equipment, supplies and services for all the City departments according to law. Responsible for the direction and management of City personnel policies and procedures relating to Purchasing Ordinance. This position will exercise supervision over all purchasing division employees.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Supervises and disciplines all employees of the Purchasing Division;
Advises the Finance Director on the appraisal of work conditions and recommends remedial action to improve section operations;
Directs division activities toward the fulfillment of established goals and objective within current priorities;
Supervises activities of purchasing involving the procurement of equipment, supplies and services; formulates and enforces necessary guidelines for the economic and efficient procurement of equipment, supplies and services in accordance with law; authorizes the signing of all purchasing orders;
Authorizes for payment all invoices for equipment, supplies and services;
Performs vendor comparison studies and makes evaluations according to price, quality of goods and services, and delivery;
Formulates and prescribes work methods and procedures to be followed by division employees;
Maintains a purchasing procedure manual;
Maintains an up-to date procedure sources file of all necessary equipment supplies and services for use by all city departments;
Continues to search for improved sources of supply;
Standardizes supplies and equipment;
Acts as liaison between all city departments and all sales personnel;
Keeps informed of new product developments;
Assists user departments in the preparation of all bid documents;
Monitors bidding process for compliance by bidders with all applicable laws;
Assists user departments in the evaluation of bids received to determine recommendation for award;
Recommends bid award to City Manager for Mayor and City Council approval;
Performs internal audit of ongoing contract with management reports as required;
Maintains an up-to-date inventory of all city property;
Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Bachelor’s Degree from an accredited college or university in Accounting, Finance Public Administration, Business Administration or other related area or equivalent experience in a Municipal procurement environment. Experience with a large organization in purchasing, and/or contract compliance involved with procurement of a wide range of equipment, supplies and services. Ability to establish and maintain effective working relationships with employees, City officials and the public. The ability to communicate effectively, both orally and in writing. Knowledge of principles methods, procedures, and laws of purchasing. Knowledge and understanding of Insurance rules and Bonds.
SALARY AND BENEFITS
