Position Overview:
The Full time Accounting Manager is responsible for managing the day-to-day accounting, budgeting, and cash management functions of the Park District. This role will oversee financial operations, including overseeing all accounting systems, maintaining financial integrity, managing investments, supervising payroll and accounts payable teams, and ensuring compliance with federal and state regulations.
Essential Responsibilities:
- Oversee all accounting functions, including cash receipts, expenditures, investments, purchasing, inventory, payroll, and more.
- Assist in developing and maintaining financial reporting systems that ensure accurate and sound accounting practices.
- Supervise the annual audit process, prepare financial reports, and ensure compliance with applicable regulations.
- Manage cash flow, bank transfers, and reconciliation of bank accounts.
- Lead budget preparation, tax levy ordinance, and other required reports.
- Supervise accounting staff and foster a team-oriented culture.
- Ensure all mandated financial filings are completed on time.
- Handle procurement processes, including reviewing expenditures and bids.
- Ensure accuracy of financial transactions and address any discrepancies.
Qualifications:
- Bachelor's degree in Accounting, Finance, Business Administration, or a related field.
- Minimum of 2 years of experience in a similar accounting role with supervisory responsibilities.
- Experience with governmental accounting principles and investment practices.
- Strong knowledge of Excel and accounting software.
- Excellent communication skills and the ability to work independently and as part of a team.
- Knowledge of Park District law and human resource law is a plus.
- Certification in CPR, First Aid, and AED (within 3 months of employment).
Additional Preferred Skills:
- Ability to represent the Park District positively to the community and media.
- Familiarity with office equipment and computer systems.
Physical Demands:
- Frequent sitting, walking, and typing.
- Occasional lifting up to 50 lbs.
- Ability to work in various office and occasional outdoor environments.
