Characteristics of the Position
General Overview
Assists the Comptroller supervising and coordinating employees engaged in calculating, posting, andverifying financial records. Coordinates County activities related to financial administration,general accounting, employee business services, and financial and statistical reporting. Advises the Cook County Board of Commissioners, President, and Chief Financial Officer on fiscaloperations. Assists in managing the Comptroller’s Office, delivering services, and formulatingoperational policies. Informs the Comptroller of the fiscal state in relation to budget andmanagement planning and ensuring sound financial reporting and management decision-making.
Key Responsibilities and Duties
Provide direction, support, and professional development opportunities to the accounting staff,
ensuring alignment with department goals.
Ensure the primary ledger is balanced, transfers align with the approved budget, expenses arerecorded in the appropriate period, and cash receipts are timely.
Ensure all accounting records are accurate for year-end reporting.
Issue the Monthly Revenue and Expense report and Appropriation Trial Balance report within 10 daysof the monthly close.
Review cash reconciliations, manages county cash, administers wire transfers, and handles daily funding for cash accounts.
Coordinate developing and revising accounting systems and procedures to meet changing conditions and requirements using proper documentation and control methods.
Review and compare actual budget with prior budget.
Serve as a fiscal advisor to the Comptroller.
Act as staff liaison to finance and audit committees, and aid in the development of financial policy.
Work cross-functionally with senior leadership team, including IT, President’s Office, InternalAudit, Human Resources, Procurement, and Law, and with operational responsibility.
Plan and direct major department-wide projects and administrative operations.
Conduct research, analyze findings, and present recommendations.
Knowledge, Skills and Abilities
Ability to implement a system for researching, writing, monitoring, reporting, and closing out
projects.
Excellent organizational skills with a focus on detail and long-term project management.
Outstanding written and oral communication skills.
Ability to utilize Microsoft Office (Word, Excel, PowerPoint, Outlook, and SharePoint).
Ability toprioritize multiple assignments in an efficient and timely manner.
Ability to work in a highly confidential environment.
Experience in grant operational system development, management, and writing.
Minimum Qualifications
Graduation from an accredited college or university with a bachelor’s degree PLUS a minimum ofthree (3) years ofexperience in, accounting, finance, or administration of a large and complex organization OR Requivalent combination of professional work experience, training, and education.
Preferred Qualifications
Master’s Degree or secondary degree.
Certified Public Accountant (CPA).
Experience in financial administration for a large and complex public or governmental organization.
Five (5) years of governmental accounting experience.
Prior supervisory or managerial work experience.
Physical Requirements
Sedentary Work: involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
