The Village of Glenview, a dynamic and financially strong community with a wide variety of beautiful neighborhoods, active commercial districts, world-class schools and parks, seeks progressive candidates to serve as its next Finance Director as part of the Village’s outsourced finance team. Glenview is located in Cook County approximately 20 miles north of the downtown Chicago loop and 10 miles northeast of Chicago O’Hare Airport.

 

Under the general direction of the Deputy Village Manager, with a high level of discretion and decision-making authority, this position is responsible for the overall administrative oversight, visioning, leadership, planning, coordination and management of the Village’s financial operations and reporting. Financial operations managed by this position include, but are not limited to, investments, financial forecasting, budget development and monitoring, central financial processes, financial reporting, including the annual financial statement audit, administration of the Village’s financial system, and Village-wide procurement practices and procedures.  

 

The Finance Director position oversees the outsourced finance team provided by Lauterbach & Amen, LLP, and is responsible for managing the daily operations of the finance department, including direct supervision responsibilities. Lauterbach & Amen, LLP is searching for a full-time Finance Director to join our financial services team and assist in servicing the Village.

Areas of Responsibility Include:

 

  • Directs, manages and coordinates fiscal services for the Village including budget process, accounting system, financial reporting, payroll system, accounts payable, and debt management.
  • Oversees all Village Finance division operations including giving direction to department staff, directing and overseeing the maintenance of accounts payable, journal entries, and general ledger.
  • Contributes to the overall quality of the department’s service provision by developing and coordinating work teams and by reviewing, recommending, and implementing improved policies and procedures.
  • Reviews cash balances and transfers funds as necessary to fund payroll, accounts payable and other expenditures.
  • Advises on all investment decisions for the Village.
  • Coordinates issuance and repayment of all municipal debt.
  • Oversees the Village purchasing policy and procurement.
  • Serves as Village liaison to the Police and Firefighters’ Pension Funds.
  • Oversees the development of the Village budget, audit, and 5-year financial forecast on an annual basis.
  • Responsible for all Federal, State and County fiscal reports and for monthly financial reports to the Village Board.
  • Prepares tax levy options and analysis for review by the Village Board and prepares final tax levy and debt service abatements.
  • Oversees the division’s priorities, goals and objectives, employee performance and other activities by working directly with management staff
  • Communicates vision and performance standards by directing staff to develop, interpret, implement, and communicate organizational and departmental policies, procedures, and service standards.  
  • Serves as a mentor and coach to all staff and leads the division to resolve employee performance issues quickly and effectively.   

 

Education and Experience:

 

  • Graduation from an accredited college or university with a bachelor’s degree in business, accounting, or a related field is required, plus seven to ten years of experience in finance, accounting, public administration, business administration or a similar field. Equivalent combination of education and experience will be considered.   
  • CPA or actively pursuing a license (preferred)
  • Supervisory experience required
  • Ability to attend meetings outside of normal business hours occasionally
  • Strong verbal & written communication abilities with various levels of management & public speaking
  • Consistent ability to exercise independent judgement and problem solve
  • Excellent communication and interpersonal skills and an inclusive/collaborative management style
  • Ability to multi-task, establish priorities & organize efficiently
  • Highly motivated, self-starter with strong initiative
  • Committed to strategic planning, excellence in customer services, and process improvement for enhanced operational management
  • Skilled in MS Office programs and experience in financial/accounting software systems, preferably Tyler Munis
