______________________________________________________________________ Position Purpose

Under the general direction of the Chief Financial Officer, independently performs professional accounting work in the recording and maintaining of Village financial transactions and accounting records. The position is responsible for performing day-to-day accounting activities, month-end and year-end accounting and reporting functions, fixed asset management, and providing assistance with the annual audit and budget.

Job Duties

Essential Functions

  1. Responsible for the daily deposit reconciliation, review and posting of all payment journals, including POS entries, online payments, ACH payments and Lockbox imports. Investigates and resolves any discrepancies.
  2. Maintains the general ledger in accordance with GAAP.
  3. Performs the monthly reconciliation of all bank accounts, verifying bank balances with general ledger.
  4. Performs the monthly reconciliation of Community Development bond accounts.
  5. Performs the monthly reconciliation of KLM security deposits and deferred revenue.
  6. Responsible for the creation and data entry of journal entries required as part of the monthly financial closing process. Prepares adjusting and accrual entries in accordance with generally accepted accounting principles; maintains cash and investment and revenue schedules.
  7. Assists in the coordination of timely month-end and year-end closing of accounts payable, accounts receivable, payroll, utility billing and general ledger computer systems.  Reconciles subsidiary ledgers and accounting systems to the general ledger on a monthly basis. 
  8. May perform some accounting functions for the Hinsdale Public Library.
  9. Maintains fixed asset records.
  10. Prepares financial reports and schedules.
  11. Assists with the preparation of the Annual Budget, Five-Year Capital Plan, and monthly Treasurer’s Report.
  12. Assists with the annual audit including the preparation of confirmations, work papers and required schedules and tables. 
  13. Assists with the preparation of the Annual Comprehensive Financial Report.
  14. Assists with the preparation of schedules for all grant activity for the Village.
  15. Makes recommendations on improving systems, processes, procedures and policies for the Finance Department. Provides professional review of accounting internal controls.
  16. Serves as backup for other Finance Department staff.
  17. Responds to questions and requests from employees and other stakeholders.
  18. Other duties as assigned.

 Environmental Factors

The work environment includes an office setting.  The noise level is usually quiet.

Physical Requirements

Regularly required to sit; use hands to touch, handle, or feel; reach with hands and arms and talk and hear.  Occasionally required to stand; walk and stoop, kneel, crouch or crawl.  May lift and/or move up to 25 pounds. The position requires prolonged periods of concentration. Specific vision abilities required by this position include close vision and ability to adjust focus.

Equipment used includes, but is not limited to, personal computer with a Windows operating system, Microsoft Office suite, printer, copy machine, scanner and calculator.

Work Schedule

Full-time. In office. Ability to work remotely, on occasion, with the approval of Chief Financial Officer.

Position Requirements

  • Bachelor’s degree from an accredited college or university is required (Bachelor’s in accounting preferred). 
  • At least three years of professional accounting experience. Previous experience in municipal accounting is preferred.
  • Master’s degree and/or CPA preferred.
  • Strong computer software skills required; must be proficient with Microsoft Excel and Word.  Prior experience with the Tyler Munis ERP system is desirable.
  • Excellent file maintenance and organization skills required.

Knowledge, Skills and Abilities

  • Ability to work with minimal supervision.
  • Ability to work effectively with a team promoting a positive work environment
  • Discretion when handling confidential information.
  • Working knowledge of accounting and generally accepted accounting principles.
  • Working knowledge of federal, state and local laws pertaining to municipal finance administration.
  • Knowledge of internal control procedures.
  • Knowledge of public finance and fiscal planning.
  • Ability to research financial data and prepare reports with that data.  Ability to perform detailed financial analysis and data interpretation.
  • Frequent contact with Village residents, other Village employees, vendors, local businesses, other government agencies and the public; must be able to communicate verbally and demonstrate good customer relations.
  • Ability to prioritize, organize and complete required duties in a timely and accurate manner.
