DESCRIPTION:

The Village of Glen Ellyn Finance Department is seeking qualified candidates for the position of full-time Accounts Receivable Specialist. The job duties of the Accounts Receivable Specialist, include, but are not limited to, providing courteous and responsive customer service to Village residents and the general public in a high-visibility role; organizing and participating in clerical accounting operations; effectively responding to inquiries and concerns pertaining to utility billing, residential refuse & recycling collection, waste, real estate transfer tax, vehicle stickers, , permit parking, and general billing; and verifying and recording related accounting transactions. Position reports directly to the Operations Manager.

ESSENTIAL FUNCTIONS:

  • Provide friendly and responsive customer service via the phone, in person, by e-mail, and in writing.
  • Collect and process payments from customers and other village departments, including utility payments, parking permits, vehicle stickers, business registrations, etc.
  • Resolve resident complaints via the phone, in person, and via e-mail; offer new resident introduction, including an explanation of the waste removal systems, vehicle stickers requirements, and various Village programs, ordinances, and procedures.
  • Administer the village permit parking lots including billing, collection of fees, issuance of hang tags, and maintenance of the wait list for residents and merchants.
  • Handle daily balancing of a cash drawer, process online and lockbox payments, and file reports; and prepare various statements and reports.
  • Perform notary services for Village residents, as needed.
  • Assist other clerk positions with data entry as workload demands and assist with utility billing related functions.

QUALIFICATION REQUIREMENTS:

Qualified candidates must possess a high school diploma or equivalent, with a minimum of one (1) year of previous experience or specialized training in a clerical or general office environment, with previous customer service experience required.  Previous experience in customer billing, accounting, and/or book-keeping is highly desirable. Proficiency in Spanish is preferred but not required.

The Village is seeking qualified candidates who effectively demonstrate excellent verbal and written communication skills, including the ability to communicate with tact and professionalism under various conditions. Must be detail oriented and be able to work effectively in a fast-paced, high-volume environment. Flexibility to work both independently and as part of a team is also highly desirable. Applicants will be required to interpret and apply Village policies and procedures, written instructions, and general correspondence, and demonstrate the ability to complete assignments accurately and within established deadlines. 

Qualified applicants will also possess excellent typing skills, the ability to effectively operate customary office equipment, including computers and related software, such as Microsoft Office and Windows-based programs; previous experience with online billing systems is a plus.  The position also requires individuals capable of completing basic mathematical calculations as well as an Illinois notary commission or the ability to obtain within 3 months of employment at Village expense. 

WORK SCHEDULE

8:00 am to 4:30 pm, Monday through Friday with occasional additional hours required.

SALARY/BENEFITS:

This is a full-time, non-exempt position with full benefits and participation in the Illinois Municipal Retirement Fund (IMRF), a defined benefit retirement plan. Our comprehensive benefits package also includes health, dental, and vision insurance, life/AD&D coverage, flexible spending, transit, a 457 deferred compensation plan, paid time off, a wellness incentive program, and tuition reimbursement. The salary range for this position is $52,884 to $74,037 / year (Grade D), with an anticipated starting salary of $52,884 to $63,460 depending on qualifications.
