The Village of Bloomingdale is seeking qualified candidates for one (1) full-time Assistant Finance Director position. This position is responsible for performing technical financial tasks and management responsibilities in administering the operations of the Finance Department. Work is performed under the direction of the Finance Director/Treasurer.
The salary range for this position is $91,582-$140,067. This is a full-time, exempt, salaried position. Typical hours for this position are Monday through Friday, 8:00 a.m.- 4:30 p.m., and may include occasional nights and weekends.
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Assists the Finance Director/Treasurer in planning, administering, and directing the daily activities and operations of the Finance Department.
- Supervises department personnel in the areas of Accounting, Accounts Payable, Accounts Receivable, Payroll, Utility Billing, Cash Receipts, and Customer Service.
- Performs technical financial and accounting functions and complex account reconciliations; reviews and analyzes financial transactions.
- Maintains General Ledger in compliance with generally accepted accounting principles (GAAP) and Village policies and procedures.
- Performs utility billing-related duties such as customer service, responding to various inquiries, initiating work orders, communicating with field personnel, data maintenance, monitoring and administering the collection process, performing billing and payment adjustments, administering the lien process, and processing the daily lockbox receipts.
- Assists with the treasury and cash management function for the Village’s investment portfolio; maintains subsidiary investment software database.
- Coordinates and manages the annual audit, acting as first contact for auditors and assisting in the preparation of the ACFR and other statutorily required reports and filings.
- Assists with annual budget preparation.
- Assists in hiring, training, and developing departmental staff; performs performance evaluations; assists with implementing disciplinary measures.
- Conducts special projects such as cost-benefit analyses, cost of services studies, and financial forecasts.
- Assumes the duties of the Finance Director/Treasurer in their absence.
The successful candidate must possess a bachelor’s degree in accounting, finance, or a related field, as well as municipal accounting and supervisory experience, or an equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities necessary to perform the functions of this job. CPA designation is preferred.
The successful candidate must also possess the ability to perform mid- to upper-level data analysis, strong verbal and written communication skills, and the ability to exercise sound judgment and creativity. This position is frequently exposed to sensitive information and is required to maintain confidentiality.
