The City of Wheaton is seeking a Procurement Officer, who will manage the procurement process for the City, ensuring the efficient use of City funds while maintaining compliance with local, state, and federal laws. This role includes managing public bidding, contract administration, and the acquisition of materials and services, while performing fiscal analysis to achieve cost-effectiveness and operational efficiency.

This role will be responsible for:

  • Evaluating City purchasing operations, identify opportunities for improvement, and recommend updates to the Procurement Policy to enhance service delivery while maintaining cost controls and internal oversight.
  • Developing, implementing, monitoring, and updating the City's procurement policies, procedural manuals, forms, and systems.
  • Overseeing and guiding City purchasing functions; providing training and support to departments regarding procurement processes.
  • Advising departments on procurement strategies to align with City goals and maximize value through sourcing and purchasing initiatives.
  • Assisting departments in developing technical specifications and preparing solicitation documents (e.g., RFPs, RFQs, RFIs).
  • Planning and coordinating the execution of annual or multi-year contracts with departments, preparing all related procurement and contract documentation.
  • Managing the entire bidding process, including bid preparation, publication, bid openings, tabulation, evaluation, recommendations, and contract award documentation.
  • Researching and recommending procurement solutions such as sole-source purchases, piggyback contracts, and cooperative purchasing agreements.
  • Negotiating with vendors, reviewing contract amendments or extensions, and proposing alternative solutions when needed.
  • Evaluating vendor performance regarding price, quality, and delivery; addressing and resolving vendor performance issues.
  • Reviewing and approving purchase orders for policy compliance and funding availability.
  • Assisting in managing the City’s Procurement Card program.
  • Maintaining and updating procurement-related content on the City's website and platforms like DemandStar.
