GENERAL DEFINITION AND CONDITIONS OF WORK:
Performs difficult professional and administrative work in the purchasing and contracting of City services, supplies, materials and equipment; and performs related work as required. Work is performed under the general supervision of the Procurement Manager.
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires stooping, reaching, standing, walking, lifting, and fingering; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
- Creating, coordinating and overseeing bid, quotes and RFP activities for the City
- Posting and unsealing of bids and RFPs, checking for all required documentation prior to creating and posting of bid tabulation sheets
- Preparing and maintaining appropriate files and records; developing and maintaining relationships with vendors
- Advising departments on procurement procedures
- Reviews and approves purchase orders and change orders
- Manages and maintains contracts approved by City Council
- Assists in the management of the City wide P-Card program
- Assists in the management of the City wide Cell Phone Plan
- Serves as an approver for a variety of purchasing tasks within the ERP system
- Serves as a backup to the Purchasing Order Administrator
- Performs related tasks as required
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of business methods, markets and purchasing practices; thorough knowledge of the laws relating to public purchasing; ability to write clear and concise contracts and specifications; Extensive and demonstrative knowledge of the use and application of MS Office Suite and electronic mail systems; thorough knowledge of various grades and qualities of a variety of materials, supplies and equipment used by the City; thorough knowledge of standard office procedures, practices and equipment; ability to plan and review the work of office staff in performing varied procurement functions; ability to express ideas clearly and concisely, orally and in writing; ability to establish and maintain effective working relationships with City employees, supervisors, vendors and the general public.
EDUCATION AND EXPERIENCE:
Graduation from an accredited college or university with a four-year degree is required. Applicants must have a minimum of three years of experience in purchasing and contracting for a variety of services, supplies, materials, and equipment. Experience in local government procurement is preferred.
