Finance Manager – Full-time Exempt | Fox River Valley Public Library District

The Fox River Valley Public Library District has an opening for a hands-on Finance Manager who is responsible for managing and maintaining all financial and accounting operations. If you’re looking for a management job with challenge and variety, we’d love to meet you.

Essential functions of this job include:

• Managing and tracking revenues, including tax levy and accounts receivables. Responsible for preparing the annual operating and capital budget, appropriation, and levy.

• Preparing and executing the annual operating and capital budget, preparing the annual Budget and Appropriation ordinance, Tax Levy ordinance, and others as needed.

• Managing account payables, prepaids, check-runs, tracking budget, capital assets and inventory, attending to documentation and doing other financial activities.

• Maintaining internal controls, collecting documentation for audit, leading the annual audit, preparing the required schedules, collecting paperwork, and working with the auditor. Working with the auditor team to ensure accuracy of the annual audit report, drawing upon one’s expertise in government finance, accrual and modified accrual accounting, knowledge of GASB and GAAP.

• Forecasting cash flows, managing investments in keeping with the Investment Policy, managing cash and checks, overseeing bank deposit preparation, daily audits and monthly reconciliation of bank statements.

• Preparing and maintaining the general ledger, expense and revenue reports, trial balances, check register, closing the month and year with appropriate journal entries, reconciling daily with third party reports to ensure accuracy of reports, running, analyzing, reviewing, and submitting financial reports to the Board and administration on a timely basis.

• Ensuring compliance with all applicable legal statutes, including collecting W9s and filing 1099s, paying sales tax on a timely basis. Working with other departments to get the necessary items to run the finance department effectively and efficiently.

Education Required: Bachelor's degree with coursework in accounting or business or finance or public administration or a closely related field. Experience with organizational budgets and financial management.

Preferred: Familiarity with grants, MBA in Finance or Accounting or Certifications such as Certified Public Accountant or Certified Public Finance Officer or Certified Government Financial Manager. Any combination of education and experience that enables one to perform the job will be considered.
