Primary Purpose: Provides accounting and internal control services, maintains the general ledger in accordance with generally accepted accounting principles, prepares financial reports and schedules, and provides financial analysis to assist senior management in decision-making.

Supervision Received:  Works under the general supervision of the Accounting Manager.

IMRF Pension Eligible Position.

Expected hiring range $62,000 - $75,000 dependent on qualifications.

Full salary range for 2025 (Grade 10) $59,759 - 89,639.

Essential Duties and Responsibilities

  • Reconciles bank accounts and coordinates the monthly financial closing process.
  • Maintains fixed asset records and equipment schedules. Prepares information for appraisal update and audit.
  • Oversees and assists with Parking Permit Administration.
  • Responsible for daily balancing.
  • Reconciles liability accounts.
  • Supports GASB 87 Lease Accounting and GASB 96 Subscription-Based Information Technology Arrangements Accounting.
  • Coordinates timely month-end and year-end closing of accounts payable, accounts receivable, payroll, utility billing and general ledger computer systems.
  • Reconciles subsidiary ledgers to the general ledger on a monthly basis.
  • Assists in the development and maintenance of accounting procedure manuals.
  • Assists with the annual audit and confirmations, prepares work papers and required schedules and tables; reviews audit report and management comments and provides explanations and recommendations.
  • Reviews and monitors all grant activity associated with annual audit.
  • Establishes and maintains effective and efficient accounting controls as needed.
  • Assists in the recommendation and implementation of improvements to policies and procedures related to accounting duties.
  • Traces errors and records adjustments to correct accounts.
  • Assists with internal audits on all accounts and records as directed.
  • Coordinates special projects as needed.

Education: Graduation from an accredited college or university with a degree in accounting or finance; successful completion of Certificate in Public Accounting (CPA) is preferred.

Experience: Experience in municipal accounting and proficiency in computer software, including but not limited to Microsoft Office, Municipal ERP or Accounting software.

Certification or License: CPA and/or CPFO preferred., but not required.

Required Knowledge, Skills, and Proficiencies: Working knowledge of modern governmental accounting theory, Generally Accepted Accounting Principles and practices; considerable knowledge of internal control procedures and management information systems; working knowledge of office automation and computerized financial applications; some knowledge of public finance and fiscal planning; working knowledge of payroll and accounts payable functions; considerable knowledge of budgetary, accounting and reporting systems; skill in operating the listed tools and equipment; ability to prepare and analyze complex financial reports and interpret data to formulate conclusions; ability to maintain efficient and effective financial systems and procedures; ability to accurately account for City funds; ability to proactively take action to achieve established goals without constant supervisory direction; ability to maintain stable work performance under pressure and relieve stress in acceptable manner to employee and organization; ability to take responsibility for actions and decisions at individual and organizational levels; ability to establish and maintain effective working relationships with employees and city officials; ability to communicate effectively, orally and in writing; ability to work safely and promote a safe work environment; ability to prioritize, organize and complete required duties in a timely and accurate fashion. Discretion when handling confidential information. This position must exercise excellent judgment and perform routine, detailed analytical work with financial accuracy. A high level of customer service, interpersonal and team building skills.
