GENERAL PURPOSE

Under Administrative direction of the Village Manager, plan, direct, manage and oversee the activities and operations of the Finance Department including financial planning, payroll, budgeting, accounting and auditing, property management, treasury, cash management, license administration, purchasing, utility billing, and management information systems; to coordinate assigned activities with other Village departments and outside agencies; and to provide highly responsible and complex administrative support to the Village Manager. The Finance Director is the Finance Department and, as such, performs all administrative, technical accounting, finance and human resource functions of the department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:  (may include, but are not limited to, the following:)

  • Responsible for daily finance operations, coordinate and work with auditors, responsible for final production of general ledgers and fixed asset register.
  • Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.
  • Provides professional advice to supervisor; makes presentations to supervisor, boards, commissions, civic groups and the general public.
  • Communicates official plans, policies and procedures to staff and the general public.
  • Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
  • Determines work procedures, studies and standardizes procedures to improve efficiency and effectiveness of operations.
  • Prepares a variety of studies, reports and related information for decision-making purposes.
  • Serves as chief financial advisor to the Village Manager.
  • Establishes and maintains internal control procedures and assures that state and national standard accounting procedures are maintained.
  • Collects taxes, fees, and other receipts in accordance with laws and regulations.
  • Maintains financial records.
  • Develops financial studies and plans. Forecasts, estimates, and monitors the financial condition of the Village to assure the fiscal well being of the Village.
  • Prepares financial reports.
  • Oversees the central computerized financial and management information system of the Village.
  • Budget preparation, execution and completion of GFOA Award Winning Budget Book.
  • Performs posting and reconciliation of ledgers and accounts.
  • Prepares state and Federal reports, including tax reports.
  • Prepares payroll and serves as human resource manager.
  • Processes Accounts Payable and Accounts Receivable.
  • Responsible for the investment of Village funds in compliance with the Village’s investment policy.

 PERIPHERAL DUTIES

  • Develops finance-related ordinances and resolutions.
  • Represents the Village at various conferences and meetings.
  • Perform general management duties for the Village Manager as assigned.
  • Performs cost benefit analysis.

DESIRED MINIMUM QUALIFICATIONS

Education and Experience:

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, business or public administration, or a closely related field, and a minimum of three (3) years of progressively responsible municipal finance work.
  • Desire MBA &/or CPA.
  • The Village will consider extensive experience in lieu of academic qualifications.

 Necessary Knowledge, Skills and Abilities:

  1. Considerable knowledge of modern governmental accounting theory, principles, and practices; knowledge of internal control procedures and management information systems; knowledge of office automation and computerized financial applications; knowledge of public finance and fiscal planning; knowledge of payroll and accounts payable functions; working knowledge of budgetary, accounting and reporting systems, preparing ACFR & compliance with GAAP, GFOA, and GASB principles;
  2. Skill in operating the listed tools and equipment;
  3. Ability to prepare and analyze complex financial reports; ability to maintain efficient and effective financial systems and procedures; ability to effectively supervise staff; ability to establish and maintain effective working relationships with employees, Village officials; ability to communicate effective orally and in writing.

 SPECIAL REQUIREMENTS

  • A valid state driver's license or ability to obtain one within three months. Must be bondable and able to pass a background check.

TOOLS AND EQUIPMENT USED

  • Personal computer, including Microsoft Office Suite (i.e. word processing and spreadsheet software); calculator; phone; copy machine; fax machine.  BSA fund accounting software is a plus.
